What this document is
Form ขส.บ. 10 ท.-11 “แบบคำขอโอนและรับโอน” is the application to Thailand’s Department of Land Transport (DLT) to transfer a vehicle registered under the Motor Vehicle Act (พ.ร.บ.รถยนต์) — private cars, pickups and motorcycles — from the seller to the buyer. Both parties give their details, the vehicle and the price; the DLT then records the new owner in the registration book (เล่มทะเบียน).
Do not confuse it with the bilingual DLT “Application for Vehicle Transfer”: that form is only for vehicles registered under the Land Transport Act (trucks, buses and other commercial transport). If the registration book shows a รย. type — for example รย.1 for a car or รย.12 for a motorcycle — you need this form 10 T.-11.
The form is in Thai only and has two pages: the parties fill in the first; the second is for DLT officers (vehicle inspection, fees, signatures).
Who files it
- the transferor (ผู้โอน) — the seller, the owner recorded in the registration book;
- the transferee (ผู้รับโอน) — the buyer and new owner; a foreigner can be the buyer;
- both parties sign; the buyer also confirms responsibility for tolls, fines and fees arising from the use of the vehicle;
- the person filing (ผู้ยื่นคำขอ) — usually the buyer, or a representative with a DLT power of attorney;
- if the vehicle is on hire purchase, the leasing company is the owner in the book — it transfers the vehicle after the last payment.
What the form asks for
- date (Buddhist Era year, พ.ศ.);
- name, age, nationality, address and phone of the seller and of the buyer;
- plate number and province;
- vehicle type, chassis number, engine make and engine number;
- sale price in figures and in words;
- up to six attached documents and the names under the signatures.
What is usually attached
- the vehicle registration book;
- copies of the parties’ documents: a Thai citizen — ID card, a foreigner — passport;
- for a foreign buyer — a residence certificate from Immigration or the embassy as proof of the Thai address;
- if the buyer rents the home, the DLT may ask for the house owner’s consent;
- the sale agreement, if one was signed;
- a DLT power of attorney if a representative files.
The Motor Vehicle Act requires the transfer to be notified to the registrar within 15 days. Page 2 of the form lists an application fee of 5 baht and a transfer fee of 100 baht; other charges may apply. Check the exact list and amounts with the DLT office where the vehicle is registered.
