What this document is

The Application for Vehicle Transfer (แบบคำขอโอนและรับโอน) is the form of Thailand’s Department of Land Transport (DLT) for transferring a vehicle from one person to another. Both parties give their details, the vehicle, the price and what is transferred: ownership or usage rights (for example under a leasing contract).

The form is in Thai with English subtitles and is addressed to the Registrar (นายทะเบียน). Its header says it is for use under the Land Transport Act only — that is, for vehicles registered under that Act (goods and commercial transport). For private cars and motorcycles registered under the Motor Vehicle Act the DLT uses its own version of the form — check with the office which one you need. That form, ขส.บ. 10 ท.-11, is available on FoxDocs as a separate document: “Application for Transfer of a Private Car or Motorcycle”. Page 2 is for officials only (inspection and valuation), page 3 is a power of attorney template.

Who files it

  • the transferor (ผู้โอน) — the current owner or user of the vehicle;
  • the transferee (ผู้รับโอน) — the new owner or user;
  • both parties sign the application; if a representative files it, a power of attorney is needed (template on page 3 of the form).

What the form asks for

  • date of the application (Buddhist Era year, พ.ศ.);
  • name, age, address in Thailand and phone of the transferor and of the transferee;
  • type of transport operation and transport licence number — if any;
  • what is transferred: usage rights or ownership;
  • registration number, province, brand and chassis number of the vehicle;
  • sale price in figures and in words;
  • list of attached documents and the parties’ signatures (signed by hand).

Documents usually attached

  • the vehicle registration book (เล่มทะเบียน);
  • a copy of the leasing or sale and purchase agreement;
  • receipt and/or tax invoice;
  • power of attorney if a representative files;
  • the parties’ documents: copies of ID card or passport, for a company — company registration certificate.

A foreigner usually also needs a residence certificate from Immigration or an embassy. The full list, fees, taxes and processing time are not stated on the form — check with the DLT office where the vehicle is registered.
