What the form is

แบบ บต.25 “Work Permit Application and Renewal Application Form for a foreigner under Section 59” is filed with the Department of Employment (กรมการจัดหางาน), Ministry of Labour of Thailand, to obtain a work permit or renew the current one under Section 59 of the Royal Ordinance on the Management of Foreign Workers' Employment B.E. 2560 (2017).

This is the Thai version of the DOE file: the same 5-page bilingual form comes with Thai instruction sheets, and note 1 there says the form is to be filled in Thai. So here the employer's name, addresses in Thailand, position and nature of work are written in Thai script. For filling in Latin letters there is a separate WP.25 (English version) document.

Who can apply

  • a foreigner residing in Thailand or staying temporarily on a non-immigrant visa; tourist and transit visas do not qualify;
  • with the knowledge and skills for the work applied for;
  • not mentally ill and free of the listed diseases (leprosy, tuberculosis, elephantiasis, drug addiction, alcoholism, third-stage syphilis);
  • not sentenced to imprisonment under immigration or foreign-worker laws within one year before applying;
  • the foreigner files in person or through a representative with a power of attorney bearing a 10-baht duty stamp.

Documents per the DOE Thai instruction sheet

  • form บต.25 and three 3×4 cm photos (not older than 6 months, front view, no hat or dark glasses);
  • a fully completed employment certificate from the employer;
  • a copy of the passport or alien residence document, with the original;
  • a copy of the education document or the prescribed form; a copy of the professional licence if required;
  • a medical certificate (not older than 1 month or the period stated by the doctor);
  • powers of attorney from the foreigner and the employer with 10-baht duty stamps if they do not file in person;
  • employer documents by type: for a company — registration certificate and shareholder list (not older than 6 months), ภ.พ.01/ภ.พ.09, social security payment proof (1 month), latest annual financial statements and ภ.พ.30 (3 months); schools, universities, government bodies, foundations and film shoots have their own lists.

Per the sheet: the form is filled in Thai, foreign-language documents are translated into Thai and certified, all copies are signed, employment of the foreigner must be notified within 15 days after the permit is issued, and with a complete set the result comes in 3 working days.

Frequently asked questions

How is this different from the English WP.25?

The form itself is the same. The filling differs: here the employer, addresses and position are in Thai, as the DOE Thai instruction sheet requires; name and passport in Latin letters. Your profile data are shared, so after one version the other is almost ready.

Can I get a work permit on a tourist visa?

No. Per the DOE sheet a non-immigrant visa or residence status is required; tourist and transit visas do not qualify.

What if I do not know Thai?

The assistant translates the position and job description and shows the translation for you to confirm; the Thai company name comes from its registration certificate (หนังสือรับรอง).

How long does it take?

Per the DOE sheet, 3 working days after a complete set of documents is accepted.

Can someone else file it?

Yes, with powers of attorney from the foreigner and the employer bearing 10-baht duty stamps.

What is the fee?

The DOE sets the fee — check the amount with the employment office.
