What TM.13 is

TM.13 (Thai: ตม.13, “คำขอหลักฐานการแจ้งออกไปนอกราชอาณาจักรเพื่อกลับเข้ามาอีก”) is the Thai Immigration Bureau form by which a foreigner holding a certificate of residence (ใบสำคัญถิ่นที่อยู่) asks, before travelling abroad, for an endorsement that they are leaving and will return.

It is the form for permanent residents. Foreigners with ordinary temporary permission to stay (Non-Immigrant visas, extensions) apply for a re-entry permit on a different form, TM.8.

The form is bilingual (Thai and English) and has two pages: page 1 holds personal details, the address in Thailand, the alien certificate, the certificate of residence, the passport and the trip; page 2 has the signature, the photo box and the details of the person who wrote the application. The lower part of page 2 is for the immigration officer.

Who files it

A foreigner with residence in Thailand who is going to leave the country and wants to keep resident status. The endorsement is normally obtained before departure.

  • The form states that the applicant must submit the application in person.
  • Validity of the endorsement, number of trips and the fee: please check with the immigration office — we do not quote them to avoid misleading you.

Where to file

At the Thai Immigration Bureau, in the unit that handles residents (in Bangkok, at the Bureau’s head office). Current addresses and opening hours are on immigration.go.th; check before your visit which office accepts TM.13 for your address.

Documents usually attached

  • the completed and signed TM.13 form;
  • two 4 × 6 cm photographs — this is printed on the form;
  • your passport and a copy;
  • the certificate of residence (ใบสำคัญถิ่นที่อยู่, the “blue book”) and the Certificate of Alien Registration (ใบสำคัญประจำตัวคนต่างด้าว, the “red book”) with copies.

Requirements may differ between offices — check in advance. As the form says, the fee is not refunded whatever the decision.

Filling-in notes

  • Names in Latin letters as in the passport: family name, first name and middle name separately.
  • The title (Mr./Mrs./Miss) is circled on the form.
  • All years on the form are Buddhist Era (พ.ศ.): Gregorian year + 543. FoxDocs converts them for you.
  • Numbers and dates of the alien certificate and the certificate of residence are copied from the books.
  • The signature (or right thumb print) is added by hand.

Who needs TM.13?

How is TM.13 different from TM.8?

TM.8 is the re-entry permit for foreigners with temporary permission to stay. TM.13 is the re-entry endorsement for residents holding a certificate of residence.
