What this document is
WP.32 (บต.32) is the Department of Employment (DOE) application for a work permit made on behalf of a foreigner under Section 60, paragraph 2 of the Royal Ordinance on the Management of Foreign Workers Employment B.E. 2560 and its amendments.
According to the DOE checklist printed on the form, it is used when the foreigner has not yet entered the Kingdom: the employer files the application on the foreigner’s behalf. The form is bilingual (Thai and English), 5 pages: a checklist, the 3-page application and a page for official use.
Who files it and where
- the future employer in Thailand — a company or an individual — or a person authorised by the employer with a power of attorney;
- the application goes to the Department of Employment: in Bangkok the office for foreign workers, in other provinces the provincial employment office — check with DOE which office handles your case;
- the checklist says that with a complete set of documents the result letter is issued within 3 working days; fees are not stated on the form — check them with the office;
- after the work permit is received, the start of work must be notified within 15 days (stated on the checklist).
What the form asks for
- employer: name, address, telephone, fax;
- foreigner: title, name, nationality, date of birth, age, passport or document in lieu of passport (number, issuer, country, dates);
- type and nature of the work, place of work, requested duration of the permit (years, months, days);
- a checklist of attached documents; date and signature of the applicant.
Documents to attach (section 4 of the form)
- a copy of the foreigner’s passport or document in lieu of passport;
- proof of qualification: a copy of the diploma, or a certificate from a previous employer, or a certificate from the future employer;
- the employment certification of the future employer stating why a Thai national is not employed;
- three 3×4 cm photos of the foreigner;
- employer documents: for an individual — identity document, business licence (if any), tax return or social security payments; for a juristic person — registration certificate, and a shareholders list or tax return or social security payments;
- after the foreigner enters Thailand: a copy of the entry proof, a medical certificate and, for regulated professions, the professional licence.
The checklist also asks for a power of attorney with a 10-baht stamp if the employer does not file in person, and translations into Thai of foreign-language documents. The office may ask for more — check before submitting.
