What this document is

TM.12 (ตม.12 อุทธรณ์คำสั่งเพิกถอนการอนุญาตให้อยู่ในราชอาณาจักร, Appeal Against Revocation of Visa) is the official Thai Immigration Bureau form for appealing an order that revokes a foreigner’s permission to stay.

It is filed by a foreigner who has been notified that their permission to stay is revoked under Section 36 of the Immigration Act B.E. 2522 (1979) and that they must leave the Kingdom. The appeal is addressed to the Immigration Commission (คณะกรรมการพิจารณาคนเข้าเมือง).

Deadline and procedure

  • under the Act the appeal is filed shortly after the notice (sources cite 48 hours); confirm the exact deadline with the officer who issued the order;
  • according to the form, the appeal is submitted in person;
  • the form states the fee is not refunded whatever the decision; check the amount with the office.

What the form asks for

  • place and date of writing (Buddhist Era year, พ.ศ.);
  • title (Mr./Mrs./Miss), family name, first name, middle name, age, nationality;
  • passport number, place and date of issue, expiry date;
  • type of visa, means of transport, where you came from, port and date of arrival, TM.6 card number (if any);
  • the grounds of appeal (three lines);
  • on page 2 — who wrote the appeal and their address in Thailand;
  • signature or right thumb print — by hand; a 4×6 cm photo is pasted on.

What is usually attached

  • a 4×6 cm photograph — the form has a frame for it;
  • passport and copies of the photo page, visa and entry stamp;
  • a copy of the revocation notice;
  • documents supporting your grounds.

How is TM.12 different from TM.11?

TM.11 appeals an order to leave for a person found to be a prohibited person; TM.12 appeals the revocation of a permission to stay that was already granted.
