What this document is

This is the standard power of attorney of the Thai Department of Lands (กรมที่ดิน) — form T.D. 21 (ท.ด. 21) with the printed subject “แบ่งหักเป็นที่สาธารณประโยชน์”: subdividing part of a plot for public use. A landowner holding a title deed (โฉนดที่ดิน) issues it when part of the land is to become a public road, lane (soi) or canal and a representative will handle the matter at the land office.

The form is one page and in Thai only. The powers are already printed: applying for the survey, bringing the surveyor, placing boundary markers and certifying boundaries, agreeing to correct the map and area if they differ, amending the application, registering the subdivision, paying and collecting back the remaining survey deposit, receiving the title deed and making statements to the officer.
