What this document is
หนังสือมอบอำนาจ (ท.ด. 21) is the standard power of attorney form of Thailand’s Department of Lands (กรมที่ดิน). This version has the subject “รวมโฉนดที่ดิน” — combining title deeds — printed on it. It is used when the owner of several plots with โฉนด title deeds wants them merged into one plot with one title deed and sends another person to the Land Office to do it.
The printed text authorises the agent to apply for the survey to combine the plots, bring the surveyor, place boundary markers and certify the boundaries, agree to correct the map and area if the survey shows a difference, amend the application if needed, pay the survey deposit and collect back what remains, receive the title deed and make statements to the officer. The header records one plot as shown on its title deed (map sheet, land number, survey page, deed number, sub-district, district, province); all the deeds to be combined are listed on a separate line. The form is filled in in Thai.
Who makes it
- the principal (ผู้มอบอำนาจ) — the owner of the plots named on the title deeds; plots are normally combined only when they belong to the same owner(s) — check with the office;
- the agent (ผู้รับมอบอำนาจ) — the person who goes to the Land Office and attends the survey;
- two witnesses who certify the principal’s signature or fingerprint.
What the form asks for
- place and date (year in the Buddhist Era, พ.ศ.);
- land details of one plot from its โฉนด title deed, and a list of all title deeds to be combined;
- name, age, race, nationality, parents’ names, address and phone of the principal and of the agent;
- additional powers, only if needed;
- signatures of the principal and two witnesses and the Thai ID number — by hand.
Documents usually attached
- the original title deeds (โฉนดที่ดิน) of all plots to be combined;
- copies of the principal’s ID card and house registration (or a foreigner’s passport), signed by the principal;
- the agent’s ID card or passport.
The exact list, survey fees, the deposit and the time needed are not stated on the form — check with the Land Office (สำนักงานที่ดิน) where the land is registered. Ask the office in advance whether the plots can be combined — for example, if they are not adjoining or if any of them is mortgaged or otherwise encumbered.
