What this document is

Form T.D. 21 (ท.ด.21) is the standard power of attorney of the Department of Lands of Thailand (กรมที่ดิน). This version has the subject “รับโอนที่ดินในฐานะตัวการ” printed — accepting a transfer of land as principal. It is used when a representative (ตัวแทน) earlier acquired a plot in their own name while acting for the grantor, and the plot is now being transferred to the grantor (the principal, ตัวการ).

The grantor authorises an attorney to receive the plot described at the top of the form from the named representative (with any buildings) and to make statements to the land officer until the registration is completed. The form is one page in Thai; the plot is identified by its title deed (โฉนดที่ดิน): map sheet, land number, survey page, deed number and location.

Who fills it in and where it is used

  • the grantor (ผู้มอบอำนาจ) — the principal who receives the land and cannot attend the Land Office in person;
  • the attorney (ผู้รับมอบอำนาจ) — the person who will register the transfer on the grantor's behalf;
  • the representative (ตัวแทน) — the person in whose name the plot is currently registered; they transfer it to the grantor;
  • the form is handed in at the Land Office (สำนักงานที่ดิน) responsible for the plot;
  • if the attorney is the representative or acts for them, the form requires an extra consent sentence (see the remark box on the form).

Thai law generally restricts land ownership by foreign nationals. Which documents prove the agency relationship and whether the registration is possible in your case should be checked with the Land Office.

What the form asks for

  • title deed details of the plot and its sub-district, district and province;
  • place and date (year in the Buddhist Era, พ.ศ.);
  • for the grantor and the attorney: name, Thai ID number, age, ethnicity, nationality, parents' first names, address and phone;
  • buildings on the plot (house, building or shophouse, floors, number, house number) and the representative's name;
  • handwritten signatures of the grantor and two witnesses.

Documents usually attached

  • copies of the identity documents and house registration of the grantor and the attorney;
  • the title deed and the documents of the transaction requested by the Land Office.

The form itself does not list attachments, fees or taxes — check them with the Land Office handling the plot.

Who signs the form?

The grantor signs (or leaves a left-thumb print) in front of two witnesses, who also sign.
